Green Belt and Grey Belt
The London Green Belt has been successful in containing the capital and preventing urban sprawl. In 1940 London and Los Angeles were of a similar area and if London had been allowed to sprawl to the extent that Los Angeles has grown, it would stretch from Brighton to Cambridge.
The Green Belt has many other benefits apart from restricting urban sprawl in that it protects the capital from flooding by absorbing rainfall and protects nature regeneration and biodiversity. The green countryside also an important welfare benefit for London’s inhabitants, as it provides opportunities for recreation and sport. The Greenbelt also houses farms and small holdings which foster food production and range of rural activities.
Local Impact
Guildford currently has several developments being proposed that are currently in the Green Belt but it is being argued they should be Grey Belt. The present definition of grey belt appears to allow the change of status from Green Belt to Grey Belt all to easily.
A Timely Report
CPRE and the London Green Belt Council have produced a timely report on the Green Belt to Grey Belt planning issues with particular reference to Hertfordshire. The report argues that the introduction of Grey Belt enabled by the changes to the National Planning Policy Framework (NPPF) has damaged the Green Belt with a loss of open countryside. Introduction of the Grey Belt is leading to piecemeal development. In 2025 ten out of the twelve planning appeals were allowed for proposed development in the London Green Belt as the sites were reclassified as Grey Belt.
