Planning - Can Brighton teach Guildford a lesson?

Could SPD’s be used more

Brighton currently has a mixed-use development by First Base underway in the centre of the city.  The site is on the old American Express complex, the area concerned is similar to that available at North Street in Guildford.

Brighton Council developed and adopted a detailed 50page Supplementary Planning Document (SPD) showing aspirations, constraints and options for the site.

This does prompt the question; should Guildford implement a similar process to consider and agree details for key sites in the Town Centre, rather than negotiating against the very broad brush aspirations expressed in the Local Plan for key sites.
