That Council at its meeting 9th December 2025 approved a recomendation from the executive to approve proceeding with a Community Government Review. This will cover the unparished urban area of Guildford. This area covers approximately 50% of the population of Guildford Borough.
Exisitng Parish and Town councils are unaffected by the proposed changes being implemented by the Local Government Review (See Article) which is resulting in the formation of the West Surrey Unitary Authority.
Guildford Town and Urban Area, for historical reasons, has never recently had a Town Council. The Governance Review will answer the question as whether a local town council should be set up potentially supplemented by new parish councils to cover areas of the urban area. If provided this would provide better local democracy for the residents of Guildford Town and Urban Area,
The Council approved the draft Terms of Reference for the Community Governance Review.
Budget was approved for the first part of the review.
